Job Title:      Advocacy & Policy Coordinator                                  

Report to:             Executive Director

Duty Station:       Kampala, Uganda

Qualifications and experience

Minimum Qualification: A relevant degree, preferably in BA or BSWASA. No less than 8 years working experience in a reputable organization. Extensive experience of working in public policy and/or advocacy on policy issues, with preference given to candidates who demonstrate a successful record of contributing to public policy or institutional reforms.  Knowledge of the Water, Sanitation and Environment sector policy debates and the policy perspectives will be of added advantage.

Duties and Responsibilities

  • Facilitate and guide a collective, coordinated and harmonized CSO advocacy strategy, taking into account differing positions amongst member CSOs in a positive manner for all members, through consultation with regional UWASNET groups and centrally-located members.
  • Synthesize member CSO advocacy and policy strategies and results in the UWASNET web-site following guidance of members as a method of increasing the impact of the work through collective representation
  • Develop content for the UWASNET web-site in collaboration with members, in such a way that increases motivation for membership and subscription
  • Develop strategic partnerships with key actors to achieve collective policy goals
  • Conduct, commission and supervise in line with wishes of members and working collectively with members, research that strengthens the case for pro-poor WASH services and environmental conservation
  • Consult member CSOs in preparation of shared position papers, policy briefings, presentations and other advocacy materials and communication media
  • Identify key opportunities in the short and long-term for collective influence of policy processes
  • Advise technical staff and the management team on meaningful engagement with key actors and institutions
  • Support opportunities for fundraising regarding policy and advocacy interventions
  • Assist members to develop policy and advocacy strategies harmonized with each other and assist them to implement these collectively
  • Assist members on budget advocacy to strengthen sector accountability, transparency and increase sector funding
  • Establish a mechanism for monitoring policy development
  • Support members in policy reviews, dissemination and formulation
  • Assist CSOs to collaborate in national dialogues aimed at improving sector funding and Right to water
  • Where need be, act as a spokesperson for CSO coordination and as a liaison for CSOs to media, governments, and other actors;
  • Ability to ably interact with different stakeholders from national to community level

  • Strong leadership, interpersonal, and communication skills
  • Willingness to travel to up-country to support and oversee Partners’ projects
  • Ability to work well with a team, multi-partners, gender sensitivity and integrity are essential attributes
  • Ability to commence work in January 2021
