THE POLICY AND ADVOCACY DEPARTMENT AT UWASNET
Effective leadership, advocacy, and managerial guidance and coordination to ensure the achievement of organizational programme goals.
- Ensure the achievement of programme goals by providing overall leadership and managerial guidance to UWASNET structures especially Thematic Working Groups and RCs and programs on policy direction, work plans and control mechanisms and by monitoring compliance and performance standards.
- Communicate and advocate on behalf of UWASNET and create new opportunities to improve the situation of WASH & IWRM in Uganda through relationships and networks with other partners.
- Establish and maintain highest level of contacts and effective relationships with government and other private sector partners, NGOs, intergovernmental organizations, international financial institutions, NGOs and civil society.
- Support the UWASNET through providing leadership and guidance to influence the regional and national initiatives and policies including legislation, public policy and resource allocations in support of WASH and IWRM.
Strategic Planning and Policy Development
- Be the custodian of the UWASNET Policy and Advocacy strategy and ensure its full and effective implementation across all UWASNET’s structures and stakeholders.
- Conduct periodic contextual analysis to inform UWASNET’s Policy Advocacy and research initiatives.
- Develop and update regularly the UWASNET’s stakeholder map so as to determine collaborators and allies ahead of time.
- Provide expert technical and policy advice to the UWASNET secretariat and UWASNET members on strategies, planning and courses of action; provide authoritative interpretation of national guidelines and policies, but also contribute to the development of new policies and guidelines making use of foresights.
Participate in regular senior management meetings and share responsibility for the formulation of organization’s regional policies, strategies and overall direction of management and operations, consistent with UWASNET’s mandate and mission. - Define and prioritize UWASNET strategies and plans in functional areas, in the light of organizational policies, priorities and strategies in harmony with the rights- and results-based approach.
Operational optimization for maximized efficiency gains at the UWASNET secretariat.
- Provide technical advice and support in contributing to decisions making on budgets and operational issues during the deliberations in meetings and ensure timely submission of all required consolidated documentation.
- Lead the analysis and review of program budgets and processes to minimize cost, simplify and reduce duplication of work and maximize efficiencies while creating an environment of smart controls, to render the organization agile, resilient, and ready to respond to programme needs.
Monitoring, Evaluation, Oversight and Reporting
- Monitor progress, effectiveness, and relevance of UWASNET performance with a view to improving performance.
- Keep abreast of significant organizational issues such as emergencies, conflicts, developments and/or resolutions in the network which affect UWASNET’s
intervention/programmes of cooperation.
